REFERENCE DESK · CODES & AUTHORITIES

Commercial Glass Reference Desk

No single reference determines the correct product or permit path for a specific opening. Federal glazing rules, the adopted building code, Indiana design-release rules, local permits, historic-district review, and right-of-way review each answer a different part of the question.

AUTHORITY TABLE

Which authority governs which part

Each row lists what an authority or standard governs, what it does not decide, where to confirm it, and when it was last checked. Values come only from sources recorded in this site’s evidence ledger.

DEFINITIONS

Definitions

Construction design release
A state-level review, administered by Indiana, that must be obtained before certain construction work; limited scopes — including replacement or reglazing of glass — are named as exempt at 675 IAC 12-6-4(b)(5)(A). An exemption from design release does not remove other applicable rules.
Local permit
An authorization issued by the local building department. In Allen County, the Allen County Building Department classifies work, applies its fee schedule, and issues permits. It is a separate question from the state design release.
Hazardous location
A position for glazing that the adopted building code identifies as needing safety glazing — for example, glazing near doors or certain large low panels — subject to the code's listed exceptions and Indiana amendments. This site does not determine whether a specific opening is a hazardous location; the provider and the authority having jurisdiction apply the rule to an actual opening.
Safety glazing
Glazing that meets the applicable impact-performance requirement for the location. The adopted building code determines which locations require safety glazing and how installed safety glazing is identified, subject to its exceptions and Indiana amendments.
Permanent mark
A durable identification on installed safety glazing. Under the adopted building code, safety glazing in hazardous locations is identified under 2012 IBC Section 2406.3, subject to its exceptions; tempered glass identification is addressed in Section 2403.1 as amended by Indiana. A visible mark can help a provider identify the existing product, but it does not determine the project requirement by itself.
Certificate of Appropriateness
An approval from Fort Wayne Historic Preservation required before most exterior work begins in a local historic district and before a related building permit can be issued. Whether a property is in a district is confirmed by address.
Right-of-way permit
A City of Fort Wayne authorization required when work occupies or obstructs public space such as a sidewalk, parking lane, or street. It is separate from a building permit or a design release.
Insulated glass unit
A sealed assembly of two or more glass panes separated by a spacer, sometimes called an IGU. When moisture is trapped between the panes, the sealed assembly may have failed; a provider evaluates the condition and explains the options it offers.

METHODOLOGY AND LIMITATIONS

Methodology and limitations

  • Official-first sourcing. Each entry traces to a government or standards source — federal, state, county, or city — rather than to secondary summaries.
  • Retrieval dates. Every source is recorded with the date it was retrieved so a reader can see how current the underlying material is.
  • Normalization. Sources are described in a consistent structure — what they govern, what they do not decide, and where to confirm them — so different authorities can be compared side by side.
  • Review dates. Entries carry a last-checked date. The current material was reviewed July 25, 2026.
  • No project-specific ruling. This page does not decide any question about a specific opening, permit, or property. The provider and the authority having jurisdiction apply the rules to an actual project.
  • Rules change. Codes, amendments, fees, and processes are revised over time; confirm current requirements with the listed authority before relying on them.
  • Local determinations control. Where state amendments or local determinations differ from a model standard, the local determination controls.
  • Not professional advice. Nothing here is legal, engineering, code, or safety advice.
